MEMORANDUM FOR ALL PENNSYLVANIA WING PERSONNEL

 SUBJECT:  Pennsylvania Wing Policy Letter Number 2002-02, Parity of Emergency Services Qualifications to Wing Ranger Ratings.

  

1.  PURPOSE.  This policy letter prescribes the equivalence of Civil Air Patrol Form 101 specialty qualifications ratings to Pennsylvania Wing Ranger Ratings. 

 

2.  APPLICABILITY.  This policy letter applies to all Pennsylvania Wing members.  Commanders of Flights, Squadrons, and Groups will enforce compliance with the guidance contained herein.  The effective date of this policy is noted above.

 

3.  SUPPLEMENTS.  Subordinate Commanders and other units below the Pennsylvania Wing level are prohibited from publishing supplements to this policy letter.  Supplements, in the form of Pennsylvania Wing Ranger specific requirements for Ranger ratings, will be published under separate cover by the Pennsylvania Wing Ranger Coordinator. 

 

4.  GENERAL PROVISIONS.  The basic qualifications for CAP Form 101 specialty ratings are found in CAP Regulation 60-4, Volume II.  By regulation, all personnel participating in operational and emergency services missions, either actual or practice, will have a CAP Form 101 card attesting to their qualification to perform certain functions.  Further, all personnel who are participants in the Pennsylvania Wing Ranger program, and who have currently earned Ranger ratings, will have met the minimum specialty qualifications outlined in CAP Regulation 60-4, in addition to Ranger specific requirements. 

 

5.  RATING QUALIFICATIONS.  Effective immediately, the following equality in ratings is established.  Pennsylvania Wing Ranger ratings will only be awarded to Pennsylvania Wing personnel.  The listed minimum requirements for each rating are as follows:

 

a.       Ranger Third Class (R/3):  Completion of all requirements for and possession of a CAP Form 101 card with General Emergency Services qualification, plus Pennsylvania Wing Ranger specific requirements.

 

b.       Ranger Second Class (R/2):  Completion of all requirements for and possession of a CAP Form 101 card with General Emergency Services qualification and Ground Team Member qualification, plus Pennsylvania Wing Ranger specific requirements.

 

c.       Ranger (R/1):  Completion of all requirements for and possession of a CAP Form 101card with General Emergency Services, Ground Team Member, and Ground Team Leader, and Urban Direction Finding Team qualification, plus Pennsylvania Wing Ranger specific requirements.

 

d.       Advanced Ranger (R/Ad): Completion of all requirements for and possession of a CAP Form 101 card with General Emergency Services, Ground Team Member, Ground Team Leader, Urban Direction Finding Team, and at least one exercise participation as a Ground Branch Director Trainee, as documented by CAP Form 101T qualification, plus Pennsylvania Wing Ranger specific requirements.

 

e.       Instructor (R/I):  Same as the requirements for Advanced Ranger.  Due to the infrequency of the award of this Ranger rating, Instructors must possess the requisite knowledge and skills as an Advanced Ranger, but for other reasons, would not qualify for the rating of Expert Ranger.

 

f.         Expert Ranger (R/Ex):  Completion of all requirements for and possession of a CAP Form 101 card with General Emergency Services, Ground Team Member, Ground Team Leader, Urban Direction Finding Team, and Ground Branch Director qualification, plus Pennsylvania Wing Ranger specific requirements.

 

6.  REFRESHER AND PROFICIENCY.   In accordance with Civil Air Patrol regulations, all 101 specialty qualifications remain valid through the 24th month from the date issued.  In the same manner, all Pennsylvania Wing Ranger ratings will remain valid through the 24th month from the date issued.  All Ranger ratings issued and awarded following the date of this policy letter will be subject to recertification within the 24-month guideline.  After this date, personnel holding Ranger ratings who have not completed the required refresher and proficiency training will have their rating revoked until such time that 101 and Ranger qualification occurs.  Exceptions to this are:

 

a.  Pennsylvania Wing Ranger personnel who currently hold any of the above listed ratings, as of the date of this policy letter, will be required to recertify in their rating in order to be considered current and properly trained.  Ranger rating qualification for these personnel only will be accomplished not later than 1 January 2003.

 

b.       Personnel who achieve the next higher Ranger rating will not be required to recertify in that level but will be subject to recertification within the 24 month period.  A higher-level Ranger rating will ensure completion of the requisites for the lower rating, plus specific skill required for the higher rating.

 

            c.  FOR CADETS ONLY:  Age will not be a limiting factor for Pennsylvania Wing Ranger ratings.  Ranger ratings will be awarded if all CAP 101 specialty minimum requirements, with the exception of age (18 or 21), are met. 

 

7.  SUMMARY.  The training/qualification requirements of this policy letter are the minimum required.  Training and qualification should not stop since professional performance demands continuous training.  For this reason, refresher and proficiency training is a necessity for this organization to maintain its credibility with other established standards.  Questions concerning this policy letter may be directed to Lt Colonel Nick Taylor, Vice Commander, at (215) 353-6130.
