How to Get a CAP Form 75 (CAP Motor Vehicle Operator ID Card)

Overview

A CAP Form 75 (CAP Motor Vehicle Operator ID Card) is required to operate any Civil Air Patrol-owned vehicle.  Not having a CAPF 75 does not restrict you from using a privately-owned vehicle for official CAP business, but is important to have, even if your unit does not have a CAP vehicle.  A CAPF 75 is valid for three years following the date of issue.

Instructions

For Pennsylvania residents, follow the instructions below.  Out of state residents must have a certified copy of their drivers record sent to PA Wing HQ from their home state DOT.

    • 1. Pennsylvania Wing has updated the application process and procedure for obtaining CAP drivers licenses. This process is similar to our existing radio operators authorization (ROA) card system and will permit the member to download and print their CAP drivers license after it has been processed.
    • 2. To apply, members must complete the PA Wing Drivers License Form 77 and PennDOT form DL-503, then submit both to Wing Headquarters.
    • 3. Unit commanders must sign the member’s Form 77 signifying the member is in good standing.
    • 4. Members will be notified via email when their application has been processed.
    • 5. Send signed, completed forms to the following address:

    • 6. New applications should be completed and processed within 30 days of receipt at Wing HQ. Questions regarding drivers license applications should be directed to the Wing logistics transportation officer (LGT) by emailing license@pawingcap.com

Important Information

  • Your membership must be current.
  • New members must be in "Permenent" status, meaning your fingerprints are processed by NHQ.  If you are not sure if your "Permenent" membership has been approved, call Member Services at 1-877-227-9142.
  • Level I and CPPT must show on your e-Services record.
  • Forms cannot be handwritten. PENNDOT is not allowing handwritten forms.
  • You must send an original form signed in ink. We cannot send in faxes or photocopies. It is preferred that the signature is in blue ink so PENNDOT can see it is not a copy.
  • You must have a Pennsylvania drivers license to use the PENNDOT form. Out of state drivers have to get a certified record from thier home state sent to Wing HQ.
  • Your form must have all of the requested information in blocks C and E.
  • You can not use whiteout on the forms. PENNDOT will not accept them, as they think it was changed by somebody along the way.
  • BOTH the PA Wing Form 77 and the DL 503 must be sent to Wing Headquarters.  They must NOT be sent directly to PENNDOT. PENNDOT will not process them, and they will be upset with the Wing if sent to them directly.
  • Only fill in blocks C and E of the form. Do not write notes on forms, in the margins, or in other blocks.
  • Drivers between the ages of 18 and 21 may only drive small CAP vehicles (7 passenger or less capacity), and may not have any passengers.
